Questions from permit holders

From a job offer in Dublin to an Irish passport

Most people who reach Irish citizenship start on an employment permit, not an investment. The answers below follow that path in the order the questions usually come up.

How many years before you can apply?

Five years in total: one year of continuous reckonable residence immediately before the application, plus four years within the eight years before that. In the final year you may spend up to 70 days abroad without breaking continuity.

Not every permission counts. Time on a student permission, for example, is excluded from reckonable residence, so a graduate who stayed on after a degree often has fewer counting years than the calendar suggests.

Spouses and civil partners of Irish citizens follow a shorter test: three years of marriage and three of the last five years resident in Ireland.

Which work permit starts the clock?

The Critical Skills Employment Permit requires a job offer of at least two years and a salary of €40,904 for occupations on the Critical Skills Occupations List with a relevant degree, or €36,848 if the qualification was obtained within the previous 12 months. Any other eligible occupation qualifies from €68,911.

The permit fee is €1,000, of which 90% is refunded if the permit is refused. There is no labour market needs test. Since 30 November 2023 permit holders apply directly to the Department of Justice for Stamp 4, without a support letter from the Department of Enterprise.

Ireland does not operate the EU Blue Card; the Critical Skills permit is its highly-skilled route.

Where does permanent residence fit in?

Long Term Residency needs 60 months of legal residence as an employment permit holder and grants a five-year permission to work without a permit. Critical Skills holders usually move to Stamp 4 earlier, after the permit period, and that time also counts towards naturalisation.

When do you become an Irish tax resident?

Revenue counts days, not passports: you are resident in a tax year after 183 days in Ireland, or after 280 days across the current and previous year combined, with at least 31 days in each year. A year of 30 days or fewer is ignored.

This means most permit holders become Irish tax residents in their first or second year, long before they can apply for citizenship. Naturalisation itself does not change the day count.

What rate will your salary be taxed at?

Income tax is 20% up to €44,000 for a single person in 2026 and 40% above that, with the Universal Social Charge (top band 8%) and PRSI on top.

Employees assigned to Ireland by their employer may qualify for the Special Assignee Relief Programme: 30% of employment income above the threshold is disregarded for income tax, though not for USC, for up to five consecutive years. For arrivals from 1 January 2026 the minimum base salary is €125,000, excluding bonuses and benefits; the programme covers arrivals in tax years up to 2030.

Ireland has comprehensive tax treaties signed with 78 countries, 75 of them in effect, which decide where income is taxed if your home country also claims you.

Can you invest instead of waiting five years?

No. The Immigrant Investor Programme closed to new applications on 15 February 2023, and Ireland has no investor residence route today. Citizenship by investment in Ireland is not available in any form.

The Start-up Entrepreneur Programme remains open for innovative, high-potential businesses with €50,000 in available funding and a non-refundable €350 application fee. It gives residence, not citizenship, and is not open to Russian or Belarusian citizens. The five-year residence test still applies afterwards.

Who this is not for

  • Investors looking for a passport in exchange for capital: Ireland closed that route on 15 February 2023.
  • Graduates whose Irish years were mostly on a student permission, which does not count as reckonable residence.
  • Anyone planning to live abroad for most of the year before applying: the final year allows up to 70 days outside Ireland.
  • People who want a lower tax bill from a passport: Irish tax residence follows the 183-day and 280-day tests, not citizenship.

Is there citizenship by investment in Ireland?

No. The Immigrant Investor Programme closed to new applications on 15 February 2023, and Ireland has no investor residence route. The only route for non-citizens without Irish family ties is five years of reckonable residence.

Can EU citizens get Irish citizenship?

Yes, through the same naturalisation test of five years of reckonable residence. Our reference does not publish a separate track for EU citizens, so we confirm how your years count before filing.

Do years on a student permission count?

No. Student permission is excluded from reckonable residence.

Can the spouse of an Irish citizen apply sooner?

Yes. The spouse or civil partner of an Irish citizen can apply after three years of marriage and three of the last five years resident in Ireland, instead of five years.

How long does the Department of Justice take to decide?
